I think the main point of war is to rebuild as cheap as possible. Like in WWII, if you have to take down German or Japanese medieval buildings and refit them all with modern plumbing and wiring, and rework the city streets so that cars can fit, it’s really best just to have a ‘war’ and drop a bomb, rather than wasting tens of billions to upgrade it all and deal with all the individual people and the hassle.
Same thing going on right now with the Syrian civil war. Those cities will come out quite modern in the end.
