Presidents should stop doing a speech, and just submit a letter to congress as was originally directed. This event is nothing more than pure political posturing, all the time. With the single exception of PDJT, this speech is always used to propose instead of advise. When a dem is in power, it's a platform to propose bigger government in every possible fantasy way they can.
