the court system IS corrupted, very much so. But the problem is that the actions of the police force were so egregious, they could not be held up in court. So, the police have started paying out to people, getting them to sign non-disclosure agreements, and using lawfare (threat of unsustainable fees, etc) to force them to settle the cases before they go to court.

However, from a public communications and normie narrative aspect, this is a step forward because the Police are essentially admitting culpability.
