This sounds like they are expecting some kind of DISASTER in the area soon.
What could it be? Military Attack? Tsunami? Earthquake?
How do they know? Are they behind it?
If it is a natural thing they know is coming, why aren't they alerting the public?
If they are behind it, why did this person receive a personal alert, I wonder?

The name at the bottom of the message (if you type the URL as seen in OP's text message into your browser and open up the message) is:

I looked up 'Everbridge Software': https://www.everbridge.com/
And, a website came up with that same name and logo. and which described the company this way:

I also did a search on just this: https://evb.gg (as seen in the text message from OP).
Instead of bringing me to the Everbridge website, I got a completely blank screen with these words on it:
Your New Application is ready. in bold print! At the top is a tab which says, "Welcome to Play".
HELP! DID I just release spyware into my computer?
Anyone know??
