Probably to put the airspace into an active posture because they are about to roll on Ukraine. Maybe actions like that trigger readiness states from US that they want. An example being that we might stop flying intel birds or cargo flights in the area and only fly military fighters until things cool down. Not sure if this is how we operate but Russian planes over Alaska seems like they are putting up a perimeter or something like that. Trying to push things around the battlefield.
