Steubenville is on the Ohio River about 40 miles directly south of the derailment in East Palestine. If its showing up there, Pittsburgh has it too. Pittsburgh is 35 miles east of there. The Ohio River u-turns northward from Pittsburgh and heads toward East Palestine before heading south again to Steubenville.
It's very probable that it's in the Ohio River.
