Deliberate use against civilians in time of war is a war crime. An industrial accident is not deliberate use. (There have been worse. Anyone remember Bhopal, India?)

Ah, there you may have a point, and investigation is in order. I don't remember such a spate of fires in that industry. Unusual. If there was workforce turnover due to the covid lockdowns and mandates, it may be associated with a lapse in safety practices.
