I try not to attribute to malice anything that can rationally be attributed to incompetence.

Of course it's certainly a possibility that it was a retaliation. But it's also pretty difficult to discern a retaliatory attack from a foreign power and an outright attack from a local power. It'll look even more suspect if we see special legislature about people that are living on contaminated land.
