Depends on how they're going to define "unvaccinated" i suppose.
The previous definition was people who didn't take it, people who were within 2 weeks of dose and those who have not had a booster were all classified as "unvaccinated"
Don't forget "undetermined" which in the US was used interchangeably with unvaccinated. If the hospital didn't ask your status (or didn't record it), and you were hospitalized for COVID, you were recorded/considered "unvaccinated" for statistical purposes.
