I can't speak for other countries, but yeah the Filipinos just through plastic down. In most places there aren't any trashcans as they will dissapear to be repurposed. Plastic sashettes are how many things are sold. Coffee with creamer and sugar, just add water, toothpaste, shampoo, soap. laundry soap, downey, everything just about comes in small packages, in fact larger packages like shampoo often cost more per oz.
Everybody and their neighbors want to have a Sari sari store, which is basically a grill in a window or a small outbuilding where they sell small quantities. You can buy 1 egg, 1 gram of salt. They still have soda in glass returnable bottles along with plastic bottles that cost more. You can pay a deposit OR more common they will pour the soda into a plastic bag and give you a straw. Why pay 25 Peso for a plastic bottle of soda when you can get the same amount of soda for 15 peso?
People earn 5 to 7 bucks a DAY money is tight! So tight that they don't use toilet paper.
