If it were hazmat there will be placards indicating so. Even if they were removed, there are also ways to tell by the lettering and numbers on the car. Seeing a manifest is the only solid "proof" though. Sure, I suppose it could all be fake or altered for nefarious reasons.

Those are corn syrup, you can tell by the lack of pressure valves on the side and how the top is set.
