what do they want or need a 30 gallon garbage bag for. Sounds like they're going to dispose of a body.

Kek! It sounds like the trash bag is supposed to substitute for the mylar blanket to keep the child warm. But I don't think they are interchangeable.

Yes it is, runners use garbage bags at the start of a marathon to keep warm in the start corral, it’s very common.
