If you use google maps to search for new main street, haverstraw, ny, it is easy to find where the tracks cross New Main. Go to street view and you will see that the pavement is full of scratches where other trucks have bottomed out.

I agree with OP that the truck didn't have a heavy load. I'm no expert, but that configuration of trailer wheels isn't for heavy loads imho.
