This has to be money laundering on an epic scale. And I am willing to bet my life that this corruption is embedded in the other 49 states and Washington DC. BTW, the list includes Ruben Gallego (US Congressman, 3rd District Arizona), Senator Kyrsten Sinema, and Arizona House Speaker Ben Toma.
