This is what my brother reported to me after he visited Petco this afternoon. Apparently the reason for this is to reduce carbon emissions. If you have pets, shop elsewhere.

I'm old enough to remember the war on paper bags
Paper bags were destroying the rainforest, or so we were told. Plastic bags were the way to go. And nearly every grocery store and retailer started exclusively using plastic bags. A few decades later, plastic bags are evil now.
Ironically paper bags should be considered to be better for the environment. We can responsibly grow trees, and any paper bags that turn into litter will decompose faster than plastic.
Then there are hemp bags..... Hemp was once a major export for the US. Hemp rope, hemp products were widespread. My grandfather grew hemp. Growing hemp replenishes and is good for the soil. Hemp in many ways is superior to wood pulp based products like paper.
Hemp can also be made intzo diesel, and plastics.....and the constitution is written on hemp......Makes some of the best papers.
But still federally illegal......
