Hobbs and other officials taking bribes from the cartels makes absolute perfect sense. Much easier to incur the expense of bribes versus having to avoid LEA, worry about one of the dumbshit mules getting pinched and talking. Bribes are neat, easy, and keep everything quiet and the money train keeps rolling.

The cartels do have ways to keep "order" but a murder is normally investigated or risks people asking questions. Bribes are neat and tidy plus ensures the fealty of those you are bribing.
