ln one sense, I see it would work if it were Mayberry, where there is only one drug store, one grocery, etc....except when the one drug store is sub par and you aren't permitted to go elsewhere. This will be as successful as the school districting, where, if you have a failing school, you have to just grin and bear it to the lifelong detriment of that 'customer' (student).
Competition brings out the best in most things. Need to leave the free market in place to work things out.
