Black students who embrace learning and start speaking academic English are called Uncle Toms and relentlessly mocked by their black peers, and sometimes even beaten up for it.
If they attend schools with all whites and embrace learning and speak academic English, they often get a different response but just as unhealthy - "You're so articulate" and "You're not like other black people."
As far as your questions about who gets the credit for accomplishments, it should be individuals if we lived in a perfect world, and those individuals would be humble and give credit to all the people who helped them become the people they are today.
I have a hard time lumping all of people into a single category. And I have a hard time judging people in the ghetto for turning to a life of crime when the schools are graduating students who can't even spell "diploma". Most of the drug dealers are making less than minimum wage and risking their lives on a daily basis just to get by.
I'll add one more thing to why there is no such thing as
white and black culture in my view.
Ideas are meant to be shared with everyone.
Where ever an idea originated from.
The mass majority of the population will become consumers of the idea.
They had nothing to do with its conception.
They had nothing to do with taking the risk to make it happen.
So even though English might have originated in Europe.
You and I are in the same boat.
We are consumers of the idea.
We had nothing to do with its production.
The only way to take ownership of an idea.
Is to be the actual creator of it.

The second book is very informative as to the history of what happened in Harlem from the early 1930s all the way through the heroin epidemic of the 1950s from a personal anecdotal perspective.

With that in mind, we see the media celebrates black hood culture as authentic black culture and I'm sure we both agree that doesn't have to be the case.
We also see that those white people who grew up in predominately black neighborhoods and adopted black hood culture as their own are called wiggers as an insult.
I hate Wikipedia but this article on wiggers clearly demonstrates the bias while acknowledging this so called black culture predominates in urban areas-

What you are referring to is the idea of following rules. Blacks who speak the broken language are not following the rules.
I have said in the past. Yes... nations do have language barriers.
In my view you can no longer call those who speak English "White Culture". You can say the language comes from Europe as a source.
But that's not proprietary to white people only. I am a software engineer.
Microsoft created the programming language C#. Now you have people all around the world programming in C#.
When you add the words "White" or "Black" in front of something. In my view you are saying that it's proprietary to that group only.
You are adding the color to emphasize it for a reason.
