As a non-American I have noticed a couple of things.
First, there is a kind of uniparty in the US but the parties are not interchangeable. The Democrat Party is obviously the "main" party. That has all the real bad guys and is sponsored by all the usual suspects. The Republican Party is intended to be a minority party. It contains the "rebels" and the "white supremacists" and supports big business - at least those are the rumours.
The idea of separating Congress into two parts is to minimise its effectiveness. All the best elections make sure that neither party wins both houses. All wins are to be marginal and the Republican Party has just enough RINOs to make sure that all the required Democrat bills get enough votes.
So, the Dems can win and do nothing during their term except enrich themselves. When questioned they can point out the slim margins and all the Republicans that stopped them from making their promised improvements. Take the plight of African Americans in inner city areas, for instance.
The Dems promise them the world to get the votes; do nothing while in office; blame it on the GOP; make the same promises next time. If they ever improved something they would need to dream up some new ideas.
