It is tempting to have the idea of a new Liberty-minded city crop up and draw people in. A sort of "sanctioned Galt's Gulch". Power will be an issue of course. But water will be THE issue. Solve that, and we could put a city pretty much anywhere in the USA.

The government has weather manipulation technology. They could easily convert a desert into a lush forest if they wanted.
For power, well if zero point energy is true, that solves that. Plus if we get our oil industry going again.
