Think its a reference to 4chan and 8ch board owners and all the churn that led to an eventually stable-hosted 8kun. It doesn't quite match to what happened with the thedonald.win domain ownership shenanigans (that was in the hands of someone who became hostile to the site, at which point they pointed it somewhere else and patriots.win had to be created) since the same mods were kept with this transition since it is the same backend site, accounts etc that remained.
Yes, judging by the skin-coloured background and brown text, I'd say it is 4chan.
He put up a basic page saying to go to patriots.win for a while, and hardly seemed hostile. Whatever that clusterfuck was it probably wasn't exactly what either side said it was.

Whether it's true or not, I don't know, and it does seem a bit off. But not hostile or like there was any animosity.
My take on hostility was that the guy who made the call to switch the domain away from the site did it while the site was live/active, and apparently without settling things with mods+owners in a civil way. There could have been a 'ok guys we all need to start using p.w now and td.w will be switched off shortly' type campaign, and everyone by and large would have been fine with it. No outages, no ruffled feathers.
Interruptions to a live site when the interruption was an explicit choice made by the domain owner, presumably with the full awareness of consequences is not a good act in my view, nor can it reasonably be described as a neutral position.
