Right? Plus, how did the diver know where she was, did she have a tracking device on her person... was it the color of her outfit/shoes? All of which are almost impossible to make out in choppy waters.
Yes, that, or other people on the plane were in on it.. but that leaves even more loose ends.
With the idea that government tech is always 10-20 years ahead of consumer tech, maybe something like an apple airtag was used to mark her.
Easily, that tech is/was available. The week of 9/11 I had a military buddy give me an infrared marking device they used to mark targets (very common today) but not back then.
These devices at the time weren’t available to the public. Mind you this was the week when air traffic was only military planes. Anyway, the first night I had it I took the clear “C” battery sized device out to my backyard and turned it on and within minutes I had two planes doing large circles over my location (they normally just flew straight across the sky). Ha! tremendously stupid at the time and I’m sure I was on a list for a little while because even flying from LA to Vegas afterwards I would get questioned by TSA - this lasted for about a year. I only mention that because the year prior I flew out to Vegas once a month and was never pulled aside.
So there must have been an identifier on that raft and the person sitting in it would have had something to do with it. A lot of effort for something that could have been taken care of with a heart attack gun on dry land.
