The paper is nearly 100 years old. Science papers from that era were primarily written in narrative form. Modern concepts of control groups and statistical analyses were rarely used. They tend to be long on narrative but relatively short on actual content by today's standards so it's not a heavy paper to get through. A quick scan is all that is required to get to the main scientific conclusion.
The main conclusion of the paper is that influenza was not transferred by an "inoculation" by a bacillus. Poster somehow thinks this disproves germ theory. The only problem is that influenza is a virus disease and bacillus is a bacterium. Poster apparently thinks it profound that "inoculating" a person with a bacterium does not cause a disease that is caused by a virus.
