Пожилым is the dative case plural form of elderly (adjective). людям is the dative case form for people. The dative case can be used for giving things and direction of something. Other times it simply has a specific abstract grammatical usage. Any of you guys familiar with Spanish will know the verb dar--to give. I think in English grammar the indirect object has same relation to the objects in the dative case. Attention is towards someone/something кому/чему. So it means:
ПOзBohи is actually позвони, which is the perfective command form of the verb позвоинть-- to call.
My Russian is good enough to converse while driving, shift gears manually, and listen to Waze navigator in Russian, but by no means am I fluent, because I didn't start learning until I was about 35😎
So, then, you are suggesting it is saying to call the U.S. Embassy in Russia right now to do what then?
I see it as recommending reporting elder abuse and improper care of the elderly.
