Emergency measures always seem to favor corruption. Or am I missing something that doesn't indicate emergency measures come under the subheading of [never let a crisis go to waste]?

You are correct. If you watch the video of Congress’ procedure that day, the breach of the Capitol started the moment Sen. Hawley raised an objection to a state’s EVs. When they returned, they never addressed his objection.
