They have been testing this in my area of UK for a few years now. My (Android) phone goes crazy with a horribly discordant noise at max volume.
So far all I have seen is "This is a test" with some explanatory text. Android then speaks (shouts) out the text first in English, which I speak, then Welsh, which I don't.
I am surprised it has taken them this long for it to go into nationwide testing. It is a standard feature of the GSM international phone system, not rocket science. The US has I believe had this in full operation for a long time now.
