No, my wife played one of General Stanley's daughters in a recent "Pirates of Penzance" production here, and "Modern Major General" was definitely in it.

HMS Pinafore has 'monarch of the sea' a song about a similarly incompetent, but decidely more aquatic military commander. "Modern Major General" references it with the line "and whistle all the airs from that infernal nonsense Pinafore"
Yup. But you can sing the lyrics to the same tune. My mistake.
I love Pirates of Penzance too. A good production of it has me in stitches.
