I think it was about contractors abusing the FISA 702 to/from and about queries so they could spy on the tyrants political rivals. Say you are using the to query and you Type Trump. The NSA kicks back every electronic commincation sent to Trump. From would give every communication from Trump. About would give every communication that had Trumps name in it. You could use anything as a subject line, addresses, phone #, emails, bank acounts -- anything.
