A friend of mine is trying to get out of Rutgers. They’re about to push another booster requirement and she’s out. Any suggestions for reputable schools related to psychology and counseling where they just teach without agendas?

Not in those fields. Social sciences are all about agenda these days. Maybe Hillsdale College, but they have an agenda too.
Until she finds the right fit in person, have her look into online universities. I know someone about to graduate with masters in counseling from an online uni. Better than getting the jab...

University of Georgia Athens (remember the B-52's and the Georgia Bulldogs?) - they do require some of the more traditional vaccines but not the COVID-19 Death shot - see this link:

"
I don't know anything about their grad schools as regards the degree of woke-ness / bullshit they force on the students - but I do know liberals often feel uncomfortable with how "conservative" the politics are at UGA.
Unfortunately it IS somewhat of a party school....
George Mason University seems pretty normal in an abnormal world.
I would look into private type schools. BYU is an example but not the best example
