I think Russia will be more selective than just destroying cities.
I have thought about this. The tanks will cross the border from Poland, not Romania. the Romanian route is awkward, because of Transnistria blocking the way (Also. they can't airlift them in, because the planes will get shot out of the sky). So far, the Russians have waited until materiel showed up at the battlefront before destroying it. If they won't want DU in Eastern Ukraine (now Russia), they have the opportunity to destroy those munitions in Western Ukraine.
If the fallout poisons Western Ukrainians, it is still a disaster, but those lands are not as fertile, i.e. growing food for the rest of the world. Also, there is the possibility of troops stationed in Belarus, crossing the border into Western Ukraine, cutting off that supply route. the railway is only just over that border. This way, those tanks can just stay in Poland. the latter option is the least poisonous, but more challenging militarily, because the Ukrainians have mined the lands just South of the Belarus border.
You really have thought about it!
Maybe the Russians, if they really had to hit the DU material at all, would prefer to hit it all at once or much at once to reduce the number of contaminated sites, even if they are away from arable land. I think they'll avoid burning it altogether unless they have to or perhaps they get an opportunity over the sea.
