No! The only reason why he does this is because he knows it will go nowhere! Same with the abortion ban bill from Lindsey Grahamnesty. RINOs introduce these bills when Republicans have no power because they know the bills will never pass. They do this to fundraise!

A congressman/senator receives 20 "dear colleague" letters a day asking for cosponsorship of a bill which will go to the hopper, be referred to the appropriate cmte of jurisdiction, where it will never see the light of day, but WILL allow members to assure their constituents that they're on it.
