Get a good water filter and non-fluoride toothpaste.
Don't put it in your drinking water. It only works topically in toothpaste if it works at all. If you take it internally it's just harmful, even to teeth. It should not be added to water. Anyone who wants to use fluoride toothpaste can buy it and remember to spit it out and rinse.

Use hydrogen peroxide as a rinse (instead of mouthwash). I've been doing this for the past year and not only are my teeth whiter, my gingivitis is gone and I notice it's healing one of my cavities that I had between my front teeth. This stuff works miracles!
There has been no proof that the chemical manufacturing waste of flouride they add to our drinking water helps our teeth. If you want to do the toxic thing at the dentist feel free to, but get a flouride filter for your drinking water and your shower.
