Technically, the U.S. House has no legal authority over State's Rights. So, he's well within his rights to refuse and their isn't a damned thing ANYONE in the Federal apparatus can do about it.
They do have a right to investigate if federal funds are being used by a state, though, right? Isn't that their question?
I hope they can discover the truth about his funding with or without him.
