It was not until the 20th century that rights for the mentally ill were considered. Prior to that anyone deemed mentally ill was able to be locked up by law enforcement easily separating them from weapons. This was not necessarily done by doctors or psychologists but rather the Sheriff or even their own family's. Now its a much more complicated measure of what to do with the mentally ill. By no means am I advocating locking up the anyone one who is mentally ill. Just the facts.
