Rarely, when you’re planning to arrest someone or have serious covert operations and or an ongoing investigation do you tell the targets what is happening. There have been occasions where the U.S. Military has dropped pamphlets and forewarned an area of their coming presence, but those situations seem to be very rare in the larger scope of things.
*This tells me much of what needs to happen has already happened so that it could be done covertly.
