You think it would be normal to take 25 dead bodies(2 died at the hospital) out the school and lay them down on tarps in the parking lot? I doubt that would be the proper procedure. The temp mortuary tent was put up, that's where each body was taken to get photographed and cleaned.
The vast majority of paramedics at the scene were locked out so a small handful of people could declare 28 people too dead to bother rushing to the hospital or even take out to the black triage mats (the black ones are for the dead).
