The school had to be secured before any other medics could be brought in. That is standard procedure. But even if EMT's got in their quicker it's likely no one would have survived. A Hartford trauma surgeon reviewed the autopsies. He found the victims died almost immediately.
"Once the coroner is finished at the scene, the dead body is transported to the morgue under the coroner’s care. At the morgue, further investigation may be needed to determine the cause of death."
That's an example for a car accident. But a mass shooting would be similar.
