Depends on how much power you believe international bodies and international treaties actually have.

The general rule of thumb for international geopolitics is usually “Don’t get caught.” Not this magic piece of paper prevents us from doing X.

The fancy treaties, declarations, and meetings are to make the general public and “intellectuals” who believe they’re the smartest people in the room feel good. Rather then actually accomplish anything.
