They're not gay enough.

Fat bodies can be remade. That's pretty much what basic training is for. And the percentage of bodies that were actually ready for basic or boot camp is vanishingly small at all points in history.

I suspect this is a spin to cover shortfalls due to new "political reliability" and "narrative compliance" history available for vetting before enlistment.
