fellow AZonian and I've wondered the same thing. AZ has both a long standing Wild West mentality like you said, and hand in hand with that goes a sordid history of political corruption at various levels. The people traditionally leaning more libertarian minded means they can also be counted to be generally oblivious or complacent when it comes to institutional oversight, and its especially easy when those in power had the (R). As well, "partnerships" with non government entities being leveraged for some of the crimes going on would not be looked at closely enough (not that we turn a blind eye to obvious evil, but we all tend to mind our own business so as not to be nosey enough when it counts).
