That depends.

If insurance or government health care covers costs of psychiatry/transition/meds/surgery/etc. Then it's a medical condition... And this should fall under mental illness. If it's not covered and just counted as an elective procedure like plastic surgery? Then treat it like tattoos and sell the transperson whatever firearm their ol' heart desires.

I'm fair. You can have it either way. You just can't have it BOTH ways.
