My guess is that it was Cohen that actually had the affair. Took a loan on his house to hide it from his wife. But he was cash strapped, so he invoiced the Trump organization because they would just pay it.
It also sounds like Trump. Time and again he puts other people ahead of himself and for too long does too much to help them avoid trouble / save face, etc. He could have easily thrown Cohen under the bus back then but he didn’t. He could have easily thrown Billy Bush under the bus when the “grab em by the pussy” tape came out, but he took that hit too. Flynn, Mattis, etc.
