Likely something like FTX was re-routing taxpayer money from overseas boondoggles like Ukraine back into the US. The money was logged as taken from the little people but in reality was just dropped into a PAC from this overseas re-route. All they did was get a list of past donors and use that list to process the required amount of donations necessary to match the funds stolen from the overseas destination.
