Probably got nailed by one of the EOs. The corruption EO was not limited to US citizens. Only that their corruption must somehow interfere with US commerce, politics, ect. One of them even mentioned bankers, a change from the first version.

There would be no warning, no need to notify the target, their assets could be seized immediately. All done in secret.

FISA ( court) goes both ways.
