It appears a new agency was formed, the FD&C (Food Drug and Cosmetic agency), which I have never heard of before.
An emergency declaration issued pursuant to Section 564 of the FD&C Act remains in effect until terminated by the HHS Secretary
So, it looks like the Bidenistas created a sub-agency under HHS to keep it being used and since only the Biden appointed Secratary of Health and Human Services can terminate its use, Bidens end to emergency status appears to mean nothing.

It is still experimental though which 8s the only reason it could be administered in the first place. But the FDA doesn't even follow their own rules let alone federal ones.

That’s why must 🛑 stopped their approvals the first place for children. But we fail that time.
