Ok, can you explain the H.A,A,R,P theory? and the radio waves into the ionosphere and the effect of controlling the wind patterns?

It is pure arm-waving. The HAARP antenna sends a microwave burst into the ionosphere (above the normal atmosphere) to momentarily heat it up. Then they observe the response. There is no physical linkage between that phenomena and winds. In any case, winds have far more kinetic power than the broadcast strength of the HAARP system.
