The writers of the constitution would not allow anyone to illegally enter the country and then drop spawn who become citizens. Makes no sense especially when looking at the rest of the constitution and the bill of rights.
There is a process for becoming a citizen that any foreigners can work through.
Those foreigners are subject to the jurisdiction of their home nations. As is their offspring. Until thy go through the citizenship application and process.

Look up "birth tourism". There is an entire industry of getting pregnant women to the US in order for them to give birth here so that their child can be a US citizen.
Trump worked to make it more difficult for pregnant women to get a tourist visa because of birth tourism.
