No. The debt Ceiling was reached at the start of the year or thereabouts. Once that happens, the government starts doing all sorts of things to keep functioning, drawing on various reserves of money and what not. I dont know the details of how they do it. But basically after the debt ceiling is reached the government can continue to function for an estimated six months, give or take, before things start actually shutting down when they run out of funding.
