My poor memory is struggling to remember something I read here saying either that a sealed indictment can include multiple people, or that an individual can have multiple sealed indictments against them. Either scenario has an impact on how many people may be affected by the sealed indictment tally.

I get what you mean: one can increase, second decrease the total number of unique people.
From what I remember both are possible.
I know it doesn’t help, but since we cannot read and count properly - counting the cases is a measure that helps to see the trend.

I believe if it's a Rico case it can have something like up to 80 people attached to one indictment
