Many IT staff have access to everything and only one boss in my 20+ years of working for several major companies ever talked about integrity.

ND agreements are just a way to punish those they hire to maintain their stuff who have no integrity.
As technology grows rapidly, it becomes mystical to those that have not kept up and eventually they don't even know what questions to ask.
Look at our voting "system". Regular people are asked to 'certify' the computers security.... it should be done by highly trained cyber experts, not Aunt Betty whose wifi router at home is a complete mystery.

This is the military, chain of command and this level of clearance doesn’t come in 4 years in the Nat’l Guard. This isn’t Cisco or Twitter.
